Edmon Rampart

Since they had military experience prior to the series' start, did they possibly had service in the Galactic Republic's military prior to it being reorganized into the Galactic Empire?

Was Vice Admiral Rampart promoted to the rank of Admiral by Tarkin following his first in the flesh appearance in the Bad Batch series. I asked because at the end, when Crosshair returns he was returned from his mission on Onderon with his new squad, Tarkin placed command of the new military project of replacing clone soldiers with conscripted ones. When he did so he called Rampart Admiral, without the Vice included. Rampart also appeared stunned for a moment then thanked him, making it feel like he was being promoted. Also, I don't recall anytime afterwards when Rampart is referred to as Vice Admiral.
