Skywalker seems like the obvious choice. Yet unlike Ezra, who pulled away from the dark side, Skywalker failed to do so until over twenty years later. At this time, Anakin committed unspeakable atrocities throughout the galaxy. Murdering children and other innocent lives, committing genocide, and bringing the galaxy under the cruel tyranny that was the Empire. His Sith persona would go on to be hated long after his death, destroying his daughter's political career when her relationship to him was revealed. While he did destroy Darth Sidious, the architect behind the Clone Wars and the Empire, Anakin/Vader was the weapon who carried out his most heinous deeds. Making him more hated than even the Emperor himself.
Ezra, on the other hand, was able to let go of his attachments that nearly drove him down the same path as Anakin. While he touched the dark side for a short period, he managed to see the error of his ways and walk away from the darkness before it consumed him. His actions not only saved his homeworld from the Empire, but also robbed the Empire of its most brilliant strategist, who could've destroyed the Rebellion. He brought hope in times of darkness, leading rebels into battle against evil. Putting the needs of others before his own desires. And left behind a legacy of love and honour in the eyes of those who believed in good.
@Origami Yoda Nerd5 To be fair, she's a Legends character only unfortunately.

We got a glimpse of it in Jedi Survivor. Which was a pretty good start.

Imagine the look on Tarkin's face if he saw the current poll results. Not only is he dead last, but Krennic is above him as the third best Star Wars Antagonist.
