Rise of Skywalker shows that the Emperor form is actually his restored form. Prior to being healed, cut off from a chunk of his power, he’s in a Zombified Chancellor clone. He’s in bad shape but it’s age/injury bad shape. This clone was never subjected to any lightning from Mace Windu, and it is tapping into his full power that gives Palpatine the ‘melted’ appearance.
