The anti-Ghorman whispering campaign was a propaganda campaign designed by the Galactic Empire to affect galactic opinion on the Ghorman people. It was run by Nisus Osar and Dee Shambo from the Galactic Empire's Ministry of Enlightenment as part of an overall plan for the Imperial suppression on the planet Ghorman to allow for the gouge mining of its kalkite mineral deposits. Shambo and Osar detailed parts of campaign, including the supposed death of an Imperial naval inspector, to the attendees of an Imperial meeting at the Maltheen Divide focused on the Empire's plans for Ghorman. During the meeting, ISB Supervisor Dedra Meero expressed her opinion that propaganda would only get them so far and that they would need to encourage insurgent acts against the Empire.[1]

The whispering campaign was first mentioned in the second season of the Disney+ live-action series Star Wars: Andor, first appearing the in the first episode "One Year Later," which was released on Disney+[1] on April 22, 2025.[6]
