The Broken Horn Syndicate was a criminal organization that ruled the planet Lothal's underworld. The Devaronian Cikatro Vizago was the syndicate's leader.[1] In truth, the so-called "syndicate" was made up only of Vizago and his IG-RM bodyguard and enforcer droids, which he only owned a handful of.[4] At times, a group of rebels engaged in operations against the Galactic Empire was forced to run missions for this group in order to maintain funding.[1]
