A bureaucrat was any individual with an official position in a government. The term was also used pejoratively to describe someone in a position of power who was more devoted to the details of administrative procedures than with people's needs. During a conversation with the then queen Padmé Amidala, Senator Palpatine attributed the decline of the Galactic Republic to the rise of selfish and persnickety bureaucrats.[1] Although Palpatine was actually a Sith Master in disguise who planned to take over the galaxy,[2] the Republic had indeed been damage beyond repair by the rampant corruption of its bureaucracy.[3]
