Carro Rylanz was a human male Ghorman businessman and elected official on the planet Ghorman.[3] Rylanz was also a respected Palmo city official. He presided over town halls, discussing the Imperial occupation of the planet, and made levelheaded pleas for calm and de-escalation.[2] In truth, by 3 BBY, he was the leader of an emerging rebel group known as the Ghorman Front,[3] which his daughter Enza Rylanz was also a central figure.[2] Alongside Enza, Carro was also a member of the Twillery House of Rylanz, which had been in their family for nineteen generations.[1]

Carro and the Ghorman Front secretly placed a listening device in inside Division Chief Syril Karn's office. As a result, Rylanz and the Ghorman Front learned that Karn was an Imperial spy and was also a former Preox-Mor Authority officer on Morlana One.[1]

In 2 BBY, Carro told Enza not to stand up directly to the Empire as the only way to silence them was their own deaths. Despite Carro's warning, Enza joined the mob of peaceful protestors against the Imperial occupation of Ghorman at Palmo Plaza and was killed in the carnage. During the Massacre, Carro cornered Karn, killing him as Karn pointed a blaster at Cassian Andor.[5]
