The Chandrilan charitable outreach program was a charitable foundation created by the Imperial Senator Mon Mothma, who represented the planet Chandrila,[2] in the year 5 BBY.[3] While the program appeared to be one of the Senator's usual well-intended efforts, it was created as a front for Mothma to distribute funds that were supporting the growing rebellion against the Galactic Empire.[2]

Charity begins at home[]

Mon Mothma secretly funded a rebel network.
During the Imperial Era, as resistance to the Galactic Empire continued to grow, Imperial Senator Mon Mothma of the planet Chandrila partnered with the rebel leader Luthen Rael and began to support his secret network of rebel operatives. As Mothma continued her duties as a senator and Rael ran his antiquities shop on the planet Coruscant, the Chandrilan used money from her family's considerable wealth to fund rebel activity.[4]
In 5 BBY, as Imperial regulations continued to impact Mothma's ability to manage the family wealth, Mothma met with Luthen Rael to discuss the growing impediments to her activities. Visiting the shop, Mothma alluded to her ideas of a charity foundation, saying that she intended to bring someone into the circle to help support their actions. Although Rael objected, saying that they could not afford to make their secret operations more vulnerable, Mothma reminded him that she was the one with the most at risk.[4]

Mothma recruited Kolma to help her continue to fund rebellion against the Empire.
After attending an event with her husband Perrin Fertha, Mothma was asked by her partner about why she had not told him about the new foundation, to which Mothma replied that she did not think that Fertha would be interested in it due to its charitable nature.[1] Not long after, Mothma approached her childhood friend and banker Tay Kolma at a dinner party that she was hosting at the Chandrilan Embassy. Mothma, unsure about how to broach the subject of her clandestine and rebellious pursuits, asked Kolma if she could ask for a political favor. However, when Kolma suggested she not ask him and hinted that his opinions were likely to be rather extreme due to his growing discontent with the Empire, Mothma was grateful to learn Kolma's stance on Imperial rule.[2]
She then indirectly revealed that, although the general public and the many Imperial spies deployed to watch her regarded her as merely an annoying do-gooder, she was secretly raising money for her own means behind the scenes. Mothma explained that she was asking Kolma to use his banking position within the Bank of Kolma to help her access her funds in spite of the Empire's interreference. Through the Chandrilan charitable outreach program, which Kolma would become the chairman of, the banker would be required to continually visit Coruscant. Although Kolma requested more clarity as to what he was getting into, Mothma continued her veiled statements and insisted that he help her.[2] Kolma would agree to help.[5]

Mon Mothma and Tay Kolma became collaborators for the charity, a front for their funding of the rebellion.
Following the discussion, Kolma began making more frequent trips to Coruscant and also staying in the ecumenopolis at times. When Mothma hosted an event at the embassy for politicians with the goal of garnering support for her latest initiative, Kolma approached her with unfortunate news. As Mothma hinted at upcoming monetary needs, Kolma said that the Empire's new banking regulations, which included staffing up Imperial auditors, were complicating his ability to move money. Mothma suggested immediate action before the auditors were placed in a potentially compromising position, but Kolma warned that such a plan had its own risks. As Mothma's daughter Leida approached and noted that Kolma had been around more often, they ceased their discussion.[5]
Later, Kolma began to become concerned about a withdrawal of 400,000 credits that appeared on the ledger but had vanished. Attempting to find a solution that would paper over such an expense, he contacted Davo Sculdun, a Chandrilan[6] oligarch[7] with treasury relationships and massive business expenses that could help solve the issue. Telling Kolma told him that Mothma had some concerns about the recent tax laws and financial inflexibility, [6] Sculdun offered to meet Mothma on Coruscant.[6]
Kolma met with Mothma to discuss further donations to the charity, Kolma informed Mothma of the discrepancy, saying that a deposit into the account would help smooth things over. Without the funds to do so, Mothma asked Kolma what could be done about it, and Kolma proposed his plan to her, knowing that Mothma did not respect Sculdun. Although she scoffed at the notion, calling Sculdun a thug, Kolma said that they needed to find a solution before the account was scanned. With no available alternatives,[6] Mothma agreed to meet with Sculdun.[8]
Crippling compromise[]
Hosting Sculdun at the embassy, with Kolma in attendance as well, Mothma expressed that she exploring financial situations for her foundation. Sculdun replied that his wealth meant that he could smooth out any transactional issues without outside observation. Elaborating on the Empire's cumbersome restrictions, Sculdun told Mothma that she should feel no shame in wanting to access her family's wealth. Reminding him that it was a charitable foundation they were establishing, Mothma inquired as to what Sculdun's fee would be, and the oligarch replied that he would like to return to Coruscant with his son, Stekan, and introduce him to Leida. Referring to the customary Chandrilan wedding traditions, Sculdun stated that he wanted the two young people to meet. Mothma, who did not support the old ways, asked if it was his only offer, and when Sculdun confirmed, Mothma immediately declined and told Kolma to escort him out. Sculdun replied that it was a lot to think about, and although the senator replied that she was not thinking about it, she shuddered at the prospect of it.[8]
