A city-state was a sovereign state consisting of an autonomous city. Before the rise of King Jafan and the second foundation of Theed, the Human inhabitants of the planet Naboo were divided into a number of warring city-states.[1] The planet Lazerian IV had a city-state—Doxeti—on its surface as well, which was a quasi-independent city-state that often deferred to the planet's primary government. The aquatic Akwin species resided in multiple cities on the ocean floor of Lazerian IV, each of which was its own city-state ruled by a king or queen.[2]
