The Congress of Caliphs was the main governing body of the planet Makem Te and the Swokes Swokes species. The congress was made up of hereditary rulers known as caliphs. Most cities had one caliph, but others, such as Thousand Thousand, the largest city on the planet, had several. The Congress of Caliphs took a cut of all mining profits on Makem Te.[1]
