The Council of Moffs was a collective body of Moffs of the Galactic Empire. It was created by Galactic Emperor Sheev Palpatine following the execution of the traitorous Vice Admiral Dodd Rancit, head of the Naval Intelligence Agency,[1] in 14 BBY.[2]
