Dunlan was the leader of a resistance movement against the planet Ahakista's Imperial-aligned government.

Ahakista's democratic government was dissolved when the Empire installed a government loyal to the Empire and composed of the planet's upper class citizens. Like his fellow citizens, Dunlan resented the new government's policies, which had eroded the Ahakista's freedoms and prosperity. Eventually Dunlan became a member of a resistance movement in a civil war against the government.

When Dunlan rose to prominence, he was viewed by the citizens that he was fighting for as a hero. Meanwhile, as explosions shook the streets of Ahakista, government officials saw him as a terrorist and a threat to their power. The civil war entered a new phase after Dunlan assassinated Councilman Derral and Derral's fellow council member — the Empire decided to directly intervene in Ahakista's civil war.

Shortly after he was nearly crushed by an All Terrain Armored Transport that had been walking through the city in an effort by the Empire to terrorize the citizenry, Dunlan was invited to a meeting convened by Sardoth, the owner of the Daystar Casino. Sardoth tried to convince Dunlan to get his group to help him destroy the Hub, an Imperial supercomputer housed inside Pyramid One. The plan called for Dunlan's group to destroy the pyramid's power control station with a missile so that a team of people who were allegedly members of the Alliance to Restore the Republic could infiltrate the pyramid and destroy the Hub itself.

In spite of the fact that it was likely that the Empire would leave Ahakista alone if the Hub was destroyed, Dunlan refused to help Sardoth and the motley team that had been assembled. He did not want to "sacrifice [his] people as a mere distraction" in a frontal assault on the pyramid for a cause other than that of the citizens of Ahakista. Even after his life was saved by Wyl Tarson, one of the off-worlders, Dunlan refused to help them. He believed that there would "other ways, other methods" to end the oppression of his fellow citizens.

After Dunlan returned to a safe house from the abortive meeting, it was raided by stormtroopers under the command of Darth Vader. As Vader and his troops killed Dunlan's fellow rebels, Dunlan fled.
