The Empire was created centuries before the Sith rebellion. The capital of the first Empire was Yojou on the planet Rei'izu. The Empire had existed nominally long before the Sith rebellion and had once been strong and centralized, but for hundreds of years, it was united in name only. Feuding lords had since become the real rulers of their own local territories in regions of space.
When a sect of former Jedi decided to rebel and control their own destiny as the Sith, rival lords united to oppose them instead of warring with each other. The rebellion failed and the Empire was strengthened by the new alliances, becoming a de facto centralized Empire once again. The Jedi acted as the Empire's most loyal servants. The revitalized Empire practiced the same system of government as it had before the Sith rebellion.[1]
