XTM-51-CT was an Imperial form mandated by Imperial Naval Regulation 132.CAT.ch(22) that required the gunnery captains of Imperial vessels to explain why they shot at escape pods during a Category V engagement. It existed in order to appease the Imperial Senate regarding the Imperial Military's doings. While it was in his character to avoid having to fill out such a form, gunnery captain Bolvan of the Star Destroyer Devastator confirmed that, when he ordered his subordinate Hija not to fire at an escape pod with no lifesigns jettisoned from the Tantive IV during its capture over Tatooine, he was not thinking of the form. Instead, he did not want to hurt his shot-to-kill ratio due to its lack of life forms. However, Bolvan later realized the pod had likely had the stolen Death Star plans hidden inside it and came to fleet logistics liaison Arvira for help covering up his mistake.[1]
