In one of the Legacy of the Force novels, a member of the Jedi council assumes a position where he argues the points being made by other members. It is said that they do this just to be sure any decision is thought out fully. I also remember them saying it was an acient ritual or something, but then saying it wasn't and they just said it was to trick someone. It's a little fuzzy.
