The Galactic Accord of Systems was a convention dictating that, in war, a surrendering enemy could not be denied the chance to do so. Even though the Galactic Empire routinely ignored the accord, Grand Vizier Mas Amedda invoked it in front of Mon Mothma and Leia Organa on Velusia.[1]
