Following the formation of the Galactic Empire, Officer H.F. Marigand of Imperial Intelligence filed a report to the Director of Imperial Intelligence which outlined a number of security risks which posed a threat to the new Empire. Among these threats listed were clone deserters from the ranks of the Grand Army of the Republic—specifically Null and Alpha-class Advanced Recon Commandos, as well as squads of clone commandos—along with former Cuy'val Dar Mandalorian mercenaries who had worked closely with the Republic's Special Operations Brigade during the Clone Wars. Further noted risks came in the form of Jedi Knight-turned-Mandalorian Bardan Jusik, who left the Jedi Order prior to the issuing of Order 66, in addition to the Separatist bioweapon scientist, Ovolot Qail Uthan.[1]

INTELLIGENCE REPORT (Extract) I regret to report that a number of security threats to the new Empire remain unresolved. The prisoner Dr. Ovolot Qail Uthan is also at large after being taken from Republic custody. Whether this was carried out by former Separatists, or is linked to Skirata's alleged industrial espionage for an unknown commercial Clone Master, the biologist remains a threat to the Empire because of her work on FG36, a genome-targeted biological weapon specific to Fett clones. Behind the scenes[]
The risk report first appeared in Star Wars canon in the novel Imperial Commando: 501st, written by author Karen Traviss and published October 27, 2009. A section of the report appeared as the novel's prologue, used in place of the usual list of Dramatis Personae that had become commonplace in Traviss' Republic Commando series.[1]
