History
Well before 0 BBY, the Ion Storm was once commanded by Captain Jaim Helaw. During this time Conan Antonio Motti also served onboard the vessel, upon his promotion to first lieutenant.
During the Galactic Civil War, the ship was deployed to the Periphery and the Sisar Run, where it answered to Governor Newen Streeg and served as the flagship of his modest fleet. At this time it was commanded by Captain Barse Neomen, or, whenever the captain was away, by second-in-command Commander Surlev.
Behind the scenes
It is possible that the Ion Storm as mentioned in Death Star is a different ship to the Strike-cruiser by the same name, given that Strike-class cruisers entered service during the Galactic Civil War. It is possible that the earlier vessel was destroyed or decommissioned and then later recommissioned as an Imperial ship of the new class during the Rebellion era.
