The MODS System is the name given for the four important principles within the Imperial Army branch of the Imperial Military, derived from the first letter of each of the rules. The principles are Mettle; Obedience; Discipline; and Selflessness.
Although it was intended to be geared towards all within the Imperial Army, most of the high-ranking officers only pay lip service to the code and otherwise view them as hollow words, resulting in former Imperial officer-turned Rebel officer Crix Madine giving it the derisive nickname "Frauds System," and likewise noting this on his notes in the Imperial Handbook.
