Ossiki's leader was the head of the Ossiki Confederacy and its army, which fought in the Toydarian seasonal wars on the planet Toydaria. The leader believed that the rival confederacies in the war should be denied access to food if the Ossiki Confederacy could not have them, leading the army to become infamous for its use of chemical weapons to destroy food stockpiles. Ossiki's leader stopped running the organization at some point in time.

Behind the scenes

Ossiki's leader was first mentioned in the character Watto's entry in the 2002 reference book The New Essential Guide to Characters by Daniel Wallace. The leader's quote about resources had been previously used in 2001's The Essential Guide to Alien Species by Ann Margaret Lewis without attribution to an individual.
