The position of Prime Oligarch was held by the leader of the Cadinth Oligarchy, which led the Mid Rim world of Cadinth during the waning decades of the Galactic Republic. Rankwin Fopow held the title[1] in 22 BBY,[2] during the Separatist Crisis.[3]
He declared his government's support of the Galactic Republic against the Separatists. After a pro-Separatist uprising on Cadinth resulted in the death of the planet's Jedi Watchman, Bodis-Ker Vitan, the government retracted the planet's endorsement of the Republic, with Fopow later declaring that the planet was instead "firmly undecided" between the two groups. Fopow's statement was included in an issue of the CoCo District Edition of the HoloNet News.[1]
