The Select Committee, or the Select Council, of the Galactic Empire's Commission for the Preservation of the New Order (COMPNOR) was a secret entity that guided the commission's five major agencies. These agencies were the Coalition for Improvements, the Coalition for Progress, CompForce, the Imperial Security Bureau, and the Sub-Adult Group. Rumored to have between a few hundred to several thousand members, all bureaus and branches of COMPNOR reported back to it. The historian and Resistance member Beaumont Kin researched the Select Committee and wrote about it in his book, The Rise and Fall of the Galactic Empire, in 35 ABY.

The Select Committee guided all COMPNOR agencies, including the Imperial Security Bureau (pictured).
The Select Committee,[1] also referred to as the Select Council,[3] was a secret entity of the Commission for the Preservation of the New Order (COMPNOR), the largest organization of the Galactic Empire's bureaucracy. As such, COMPNOR influenced many aspects of Imperial life, including the arts, sciences, youth education, law enforcement, and roles within the Imperial Military. The Select Committee guided COMPNOR's five major organizations: the Coalition for Improvements, the Coalition for Progress, CompForce, the Imperial Security Bureau, and the Sub-Adult Group. Orders from the Select Committee filtered through the organization[1] and all branches and sub-bureaus of COMPNOR reported back to it.[2]

The Select Committee approved surveillance on several senators, including Mon Mothma (pictured).
The Select Committee was active during the Imperial Era,[2] which began in 19 BBY and ended with the collapse of the Empire in 5 ABY.[4] Following the Ghorman Massacre[3] in 2 BBY,[4] the Imperial Security Bureau's Investigations branch was directed to pay specific attention to the Imperial Senate in the days following the massacre. The Select Committee approved increased surveillance for at least twenty-four senators, including Senior Senator Mon Mothma of[3] the planet[5] Chandrila. ISB Attendant Felzonis was alerted to a malfunctioning listening device in Mon Mothma's Senate office on[3] the planet[5] Coruscant and consulted[3] his[6] colleagues. After ISB technicians deduced that there were no issues on their end, along with the ISB field agent spying on Mothma calling in, Felzonis consulted with ISB Supervisor Captain Lagret on the information gathered and his concern. He included a display of the offices of senators the Select Committee had approved increased surveillance on.[3]
Most of the data on the Committee's membership was purged from the Imperial Archives during the fall of the Empire.[2] By 35 ABY,[7] the historian and Resistance paramilitary member Beaumont Kin had researched the Committee and mentioned it in multiple instances within[2] his[8] book The Rise and Fall of the Galactic Empire,[2] which released that year.[7] In his book, Kin believed that the Select Committee had a direct line to Galactic Emperor Palpatine, thus circumventing established Imperial Advisors such as Grand Vizier Mas Amedda and Administrator Sly Moore.[2]

According to Kin's research, the only known members included Crueya Vandron, a key official from the Commission for the Protection of the Republic (COMPOR), and Kinman Doriana, a former advisor to Supreme Chancellor Palpatine. Kin also believed that Armand Isard, Director of COMPNOR, was inevitably on the committee. Kin additionally suspected that Grand Moff Wilhuff Tarkin might have been a member of the committee at some point. Besides those named officials,[2] it was rumored that the Select Committee had between a few hundred members to several thousand members.[1]
Behind the scenes[]
The Select Committee was first mentioned in the current Star Wars canon in Dawn of Rebellion, a roleplaying supplementary sourcebook for the Star Wars Roleplaying series that was published by Fantasy Flight Games in 2018.[1] It was identified as the Select Council in "Welcome to the Rebellion," the ninth episode in the second season of the live-action Disney+ series Star Wars: Andor,[3] which released on May 6, 2025.[9] The Select Committee debuted in the Star Wars Legends continuity when it was first mentioned in Imperial Sourcebook, a 1989 supplement book authored by Greg Gorden for Star Wars: The Roleplaying Game by West End Games.[10]
