A shipjacking kit was a highly regulated and normally illegal security code descrambler. Authorized skip tracers were the only individuals legally allowed to own them. Unauthorized possession of shipjacking kits was a crime on most planets. They generally cost 8,000 credits to licensed individuals, and at least 16,000 credits on the Invisible Market.
