Special Enforcement Officers (SEOs) were elite police officers generally recruited from the ranks of the Sector Rangers. They had wider arrest and detention powers which allowed them to cross sector boundaries in pursuit of a criminal. SEOs were generally experts at investigations, interrogation, and tracking and were remarkably observant. They were also characteristically highly intelligent and had a breadth of knowledge on a variety of topics. SEOs typically conducted undercover operations or investigated high profile cases and they were more independent than the regular Sector Rangers. Notable SEOs included Zanza Gata, a highly skilled inspector, and Narra Mesyne who conducted deep undercover operations.
Overview[]
Special Enforcement Officers (SEOs) were the elite police officers with a wide jurisdiction who were drawn from the Sector Rangers. They were generally experts at investigations, interrogation, and tracking and were remarkably observant. They were also characteristically highly intelligent and had a breadth of knowledge on a variety of topics that they were trained on would typically investigate high profile cases or conduct undercover ops. They also often specialized in anti-terrorist operations, hostage rescue and counter-espionage efforts.[1]

Because of their expanded jurisdiction, SEOs would sometimes lead teams of other Rangers dedicated to one or more of these particular types of crimes. Sometimes SEOs rubbed the regular Sector Rangers the wrong way when the SEO used his position took over a Ranger's investigations or pulled him off of his case to assist the SEO's own. Nevertheless, most Special Enforcement Officers were held in high regard and represented the ultimate goal for a Sector Ranger to eventually attain through years of service.[1]
The SEOs were typically more independent than the average Sector Ranger. As they focused more on large scale investigations and cases, SEOs would generally overlook smaller transgressions of the law to further their operations. As such many in the fringe had a great respect for the SEOs. They also often worked alongside Jedi, although most of them chafed at the Jedi's dwelling of the Force or refusal to get involved in certain types of cases.[1] Because of his adventure possibilities many holodramas featured a SEO pursuing an adversary across the length and the breadth of the galaxy, perhaps driven by a personal involvement in the crime, or the fulfillment of some private passion.[2]
History[]
Both the Sector Rangers and the SEOs remained relatively independent from galactic politics, and so changed little from the Galactic Republic, through the Galactic Empire, and the New Republic. Only the governing body of the Rangers changed from the Republic Office of Criminal Investigations (ROCI) to the Imperial Office of Criminal Investigations (IOCI).[2]
In 1 ABY, at the behest of Moff Landric, IOCI Director Jacen Corbit assigned Inspector Zanza Gata, an SEO to bring the art thief known only as the "Tombat" to justice. Director Corbit introduced Gata to a packed room of reporters in a press conference on Danteel during which Gata promised to hunt down the art thief.[4]
SEO Narra Mesyne was tasked with hunting down the Herglic criminal Kaylo NaKuda and bring him to justice. To do so she went undercover as a speeder bike racer. A string of victories followed, and Miraj rapidly became famous at The Pits. Many fellow racers were shocked to find she was a beautiful woman underneath the racing helmet. Using the blatant sexism that thrived in the swoop racer community to her advantage, she earned a reputation as a racer to beat and made headway into her investigation.[5]
