Star Wars: The Rise of Skywalker: The Visual Dictionary states that Fortress Vader was completed forty-six years before the Starkiller Incident, which Star Wars: Timelines dates to 34 ABY. Therefore, the fortress was constructed in 12 BBY. Jedi: Survivor takes place in 9 BBY per the reasoning here, meaning Inquisitors must take place between 12 BBY and 9 BBY.
