Continuity
The glossed page section "No Job is Over This Little Guy's Head" giving in-universe details for the R2 unit implies that the R2 unit, and by extension R2-D2 was newly developed by the time of the Galactic Civil War, although this is contradicted with The Phantom Menace and the prequel trilogy, where R2-D2 was not only present, but also played a major role in the films which took place decades before the original trilogy.
