The Galactic Empire transformed into a stratocracy over time.
Stratocracy was a form of government headed by military chiefs. Although the Galactic Empire did not start off as a stratocracy, it had, by the time of the Battle of Scarif, gradually evolved into one as the power of the Imperial Senate waned.[2]
