I don't know the citation for saying that the Ssi Ruuk are from an extragalactic location outside main arm of the galaxy. If they were far enough away to be considered outside the galaxy, then they should have been subject to the hyperspace anomaly that prevented FTL travel. Aren't, technically, the Rishii extra-galactic? If the existence of two satellite galaxies is enough to explain the name "Intergalactic Banking Clan," then I'd think that'd qualify anything from the Rishi Maze as extra-galactic.
//////////////////////////////// In regard to the above: I think the Ssi-Ruvi area is generally referred to as a globular cluster. How exactly this is different from Rishii and Companion Besh being "dwarf galaxies" I'm not sure ... I would assume the difference would be shape and not size. Regardless it was apparently far enough away from the Galactic Plane in general to be considered something separate (like Rishii and Companion Besh).
I was wondering if this page should also mention Waru and the Charon species. These creatures were extra-dimensional which I think should qualify as extra-galactic.

- We know they planned to fund an extragalactic expedition, but we don't know for sure whether it was successful (ET is not canon).
