Toborro was a Hutt crime lord who lived during the Cold War and the resulting Second Great Galactic War. In the ensuing power vacuum upon the death of Karagga the Unyielding, Toborro stepped into the void in the and became Supreme Mogul of the Hutt Cartel.[1]
As the new head of the Hutt Cartel, Toborro sought to take advantage of the ongoing conflict between the Sith Empire and Galactic Republic, by establishing the Hutt Cartel as a new superpower in the galaxy. To this end, the Hutt Cartel hired the ruthless Interstellar Regulators and invaded mineral rich world of Makeb.[1]
